Abstract:
The report “Change in European Education and Training Systems related to Information Society Technologies (IST)”. The L-CHANGE Yearly Report 2001/2002 represents the synthesis result of the first year of work of the L-CHANGE Consortium, produced in the framework of the IST L-CHANGE Project “European Observatory on IST related change in learning systems”.
The analysis presented within the report is the result of one year of collective efforts in:
- Observing the current developments of Market, Policy, Innovative Practice and Research in Europe and in the US in the field of IST in Education and Training.
- Conducting a forecasting exercise on future scenarios of evolutions of Education and Training systems in terms of market development, policy options, innovative practices and research trends.
The Report is articulated as follows:
- “Executive Summary” presenting a general framework of the change implied by IST on European Education and Training systems.
- “Introduction to the study” providing an overview of the methodological approach and of the activities and outcomes of the L-CHANGE project feeding the report.
- “A vision of the future” providing an overview of the main drivers of change and of the evolution scenarios of Education and Training systems. Forecast on the future has intentionally been introduced in the beginning of the report, so to provide readers with a prospective view on the current developments of market, policy, research and practice in the Education and Training field.
- “Policy overview” presenting an analysis of the trends of public policies, programmes and initiatives fostering the use of ICT in E&T at European level.
- “Innovative Practices” providing a description of the most significant social, pedagogical and organisational innovative practices in the use of ICT for learning.
- “Market overview” presenting the current and future development trends of the European eLearning market.
- “Research” presenting the main trends and future challenges of research developments in the field of ICT and learning.
- “Conclusions and recommendations” summarising the L-CHANGE main results according to two main dimensions: a) spontaneous development in market and practice and b) the role of public intervention and research to positively influence these developments. The third section contains key messages emerging from the study and the fourth section provides a reflection on implications for each main group of readers of this report (suppliers, education and training institutions, IST projects and policy makers).
