The L-CHANGE Observatory monitors and analyses changes affecting education,
training and lifelong learning as a result of widespread diffusion of IST, in order to support Key Action III IST projects
and other interested parties active in this field.
It provides a constantly updated information service on the state
of the art and the development trends of the E&T European market
which is useful for the Research Community as well as European suppliers
active in the market in the definition of their strategic orientation.
It monitors industry development, policy, research and innovative
practice of IST applied to education and training, with the final
aim to produce reliable estimations and forecast of market development.
The main activities and products of the L-Change Observatory are the
following:

Prospective studies on future scenarios for learning systems, and forecast update on a yearly basis.
Systematic literature and press review on IST in education and training.
Systematic field research on industrial actors' strategies in this market and on innovative practice in advanced learning environments representing education, training and
home learning.
Yearly reports on "Change in European Education and Training
Systems related to IST" as a synthesis review of the most important facts, figures and trends of the year,
accompanied by the updated forecast
for the coming three years.

The L-CHANGE Observatory unifies the expertise of partners whose competence
is recognised at European level, sharing the intention to create a
permanent and constantly updated observatory on the effects of the
widespread diffusion of IST on education, training and lifelong learning
at European level, and to make it available to the research community
as a whole and to all the socio-economic actors active in the field
of IT in Education and Training.
The L-Change Observatory partners are:
SCIENTER
(http://www.scienter.org)
is a research centre and service provider organisation, active in
the field of education and training. Created by the initiative of
a group of professionals, SCIENTER was established in January 1988,
as non-profit organisation, SCIENTER is interested in innovation of
training systems, with main reference to the field of open and distance
learning, organisational learning, use of information and communication
technology in school, university and vocational training. It develops
research projects at regional, national, and European level in the
following areas: evaluation of learning systems; assessment of training
and educational institutions; training needs analysis; design and
development of open and flexible learning systems; organisational
learning design and implementation; training of trainers for the use
of new methodologies and new technologies; research and selection
of learning materials; market analysis in education and training,
particularly concerning the use of new technologies and ODL, use of
information and communication technology in school, university and
vocational training institutes.
The MENON EEIG NETWORK
(http://www.menon.org)
was formally legally established as a European Economic Interest Group
in 1999 (Belgium Official Journal, 16.06.1999). It provides information,
evaluation and support services to the education multimedia market.
It supports education communities in the effective implementation
and integration of multimedia and the Internet, and supports the multimedia
industry to improve the quality of educational multimedia and the
successful production and distribution of products to the European
and international market. The members of the MENON EEIG Network participating
in the L-CHANGE Observatory are the following: Lambrakis Research
Foundation (Greece), FIM-Psychologie (Germany), UNI-C (Denmark) and
SCIENTER (Italy). They all have significant experience in the field
of education, training and lifelong learning and they have participated,
either as partners or as co-ordinators in projects such as MESO and
MENON (ESPRIT Program of DG III - 4th Framework Program), both dealing
with observatory activities on the education and training sectors
and with market analysis and forecast.
UNIVERSITY OF MIDDLESEX

is a publicly funded university located in North London, with 22,000
students and 2100 academic and support staff. The main activities
include undergraduate, post graduate research degrees in Art and Design,
Business Studies, Computing Studies, Engineering, Health Biological
and Environmental Sciences, Humanities, Lifelong Learning and Education,
and Social Sciences. The International Centre for Learner Managed
Learning (ICLML) is a research centre in the School for Lifelong Learning
and Education specialising in the pedagogical aspects of self-managed
learning in universities, at work and in virtual learning environments.
ICLML has specialist networks in the UK and overseas. ICLML is currently
advising Ufi Ltd on computer- based learning for people in the work-place.
GUILDFORD EDUCATIONAL SERVICES Ltd
(http://www.gesvt.com)
and its parent company Vocational Technologies Ltd (VT) were formed
in 1978. They operate largely in the post-16 learning and skills sector.
Between them they have 17 staff at their offices in Aldershot. GES
and VT have five main specialisations:
" Database services. GES has undertaken contracts to provide
data on learning opportunities for the learndirect helpline and database.
Other current or recent database contracts are for the Learning and
Skills Council and the Qualifications and Curriculum Authority. GES
publishes on CD-ROM the PICKUP National Training Directory of some
35,000 short courses.
" Interactive multimedia. VT publishes Europe in the Round a
learning resource on CD-ROM with 14,000 screens on the EU and its
Member States.
" Qualifications and assessment. GES has considerable expertise
in this field, in particular computer assisted assessment. Current
and recent contracts include workbased assessment (for CEDEFOP), drafting
a Code of Practice for computer assisted assessment (for BSI), analysing
the structure of NVQs (for the Qualifications and Curriculum Authority),
evaluating tests in projects incorporating computer assisted assessment
for the European Commission.
" Open Learning. GES has long experience in the field of Open
Learning and in 1996-99 helped the Employment Service of the Moscow
Region in Russia develop a network of learning centres. Current contracts
include: surveying learning centres in England, exploring the support
needed by learning centres for the Surrey Learning and Skills Council;
Open and Distance Learning in a number of Russian universities (sub-contractor
in a TACIS funded project, DELPHI).
" General information on learning and skills. GES publishes EDUCA,
the Digest for Learning and Skills and provides the On-line Training
Digest for the Chartered Institute of Personnel and Development.
UNIVERSITY POLITEHNICA OF BUCHAREST

University Politehnica of Bucharest (UPB) is the largest higher education institution in Romania. Its foremost mission is engineering training at all levels (B.SC, M.SC, Ph.D., lifelong learning) by imparting knowledge and practical skills at the same time with encouraging creative thinking, the engineer's magic wand that allows him/her to answer the demands of market economy and the challenge of breakthrough technology. UPB has also a large offer in post-graduate studies in many fields having more than 1900 post-graduation courses running. The eLearning Services Unit (eLSU) is a division of UPB's Continuing Education& Distance Learning Department being established in 2001. This unit is dedicated to the science and technology supporting education and research in the field of ICT and ODL. Its activity is mainly focused on the development of distance education infrastructure, designing, implementing and managing the software platform for the eUPB and designing, implementing and delivering distance learning courses. eLSU is one of the promoters of the Romanian eLearning System initiative that will be launched by the Romanian Ministry of Education and Research in the near future.
Budapest University of Technology and economics
Distance Education Centre

The Budapest University of Technology and Economics, the second largest university in Hungary, established in 1997 its Distance Education Centre. The unit is equipped with videoconferencing equipment, multimedia PCs, optical fibre connection. A multimedia evaluation and development laboratory is running in cooperation with the Department of Ergonomy. The Open and Distance Education Laboratory, with over 20 Ph.D. students works closely with the Centre, creating solid academic and professional background to the activities.
The Centre hosts the Secretariat of EDEN (European Distance Education Network), the most comprehensive European association in open and distance learning (www.eden.bme.hu)
Contribution of the Centre to Hungarian comprehensive governmental projects in developing pedagogical standards and quality management systems served as basis for the implementation of large scale initiatives on national level. Recently an important assignment is the elaboration of evaluation standards of eLearning in Hungary. The Centre works as one of the 40 Study Centres of the EU PHARE Multi Country Co-operation in Distance Education Programme. A high number of assignments and projects have been successfully accomplished by the Centre, for for large Hungarian national and multinational companies in the fields of educational system development, course development and consultancy.

EVIS: - Informatics Education for Visually Impaired Students, further Developing and introducing Multimedia Teaching Materials for Vocational Education, the EU Socrates project AEN - Adult Education network - A New Avenue in Second Chance Adult Education Enhancing the Role of ICT, ODL.
